Is a CLI request from First Premier an HP or SP?
Don't know about HP vs SP but I believe there is a fee for CLIs, they are the industry leader in fee innovation.
Don't know what the rest of your profile looks like but dropping the card should be the priority, not CLIs.

SP... I had them for years, and got various CLI and never a HP

It is a SP. I just received an CLI from them and I can definitely tell you it is a fee.
I received a lousy $150.00 CLI after 1 year of on time payments. They charged me $37.50 which is 25% of the $150.00.
I plan on getting rid of them early next year. It is not worth the cost.
I agree with oldman87 this is an awful card with plenty of crazy fees. I went through this rebuilding of credit, best thing to help is a secure CC. I recommend Discover and it graduates with in 7 months and its a better card. Best of luck

In addition, I also would recommend OpenSky secured card for rebuilding.
It does NOT graduate to secure but nonetheless offers the following benefits:
--- No inquiry to obtain the card
--- One can deposit up to $3000. Depositing a larger amount is recommended if one is to seek higher limits later on
--- When this card reports, it does not report as secured, which is useful for any manual credit reviews that one may have later on
--- It actually reports as its parent company, Capital Bank so does not even look like a secured card or like OpenSky
