I am very new to the CC area ( just barely four months now), and have a curiousity question.
I know I have two months to go before I generate a FICO score.
I know I have eight months to go before I generate a score that is no longer technically 'new.'
Any one have an idea as to a possible time frame for when I might begin to receive credit offers?
Any one have an idea as to when I might begin to apply for non-secured cards without a denial?

Once the CRA's begin reporting you, you'll begin to recieve pre-approved offers. So I would expect it in about 2 months. Unless of course, you opted out with the CRA's, then you probably won't get anythings.
IMO, those pre-approved offers aren't any better than applying on your own. If it were me, I would wait until I've had at least a year of credit history. In the meantime, research cards you might be interested in and apply for those once you are past the 1 year mark.
Until then, make sure you alwasy make payments on time, and don't apply for more credit. Showing that you can manage the credit you do have is going to help you to get more. Also, before you apply, really examine your needs for credit and make sure you are applying for what you NEED in order to build a sound credit file. 2-3 cards and an installment loan is plenty to build good credit.

Do you have any other types of credit reporting like a car loan or student loan? Having a mixture of credit maximize your FICO scores.
Here are a couple ideas to help you out. I'm going to guess that you currently belong to a bank or CU for payroll deposits & such. Go in to your local branch & speak with the financial department. Let them know your situation & inquire about both secured & non secured cards & which might you be eligible for. Ask if their secured cards would eventually become unsecured & go to regular CC status.
I wouldn't look at any offers you get in the mail. In fact, I'd opt out with all 3 CRA's so that junk doesn't make it's way to you. Just by doing some homework & asking the right people in the right places, you can get the cards that will help YOU....not cards where you help THEM. I'd start with your current bank & see what information & advice they can give. It's always a good place to start where they are already familiar with your name & face.
