It's not money... it's just the ability to borrow money. Which is not the same as money, because banks have this funny habit of wanting you to pay it back to them if you borrow it.

It's hard to say. Often that is true. Sometimes, not. I believe I left money on the table with my Penfed cli's, but I asked for what I needed for my portfolio. Some in the forum have asked for a standard 25k and let the card issuer make a counter offer. It's all in your style and comfort zone.

If it's Synchrony, you can talk to another agent (or the same agent a second time) and request an additional CLI.

That's pretty understandable. It's like if you offer a price for something you want to buy in a situation where one could haggle, like a flea market, and the seller just immediately accepts. You can't help but wonder if you could have offered less.
