Basically, if you are not in the US they know it by the IP address. Don't fault them for that. It is possible that you are in the US and not near the address you live at or in a public location as a library and this could also result. It still really amazes me that they would even pull a credit bureau report since they have determined this and made the decision regardless of your score or the fact that the address you using is your home address in the US!
This makes.sense to me, I just go the same reasin for denial. And yes, I was OUT of the US when I applied. But thats fine, no HP= no harm done. I will reapply at a better time.

GE likes it when you apply in store, with your basket full of goodies right there at the counter. LOL
I am stationed in South Korea and applied for a Gap Card with GEMB. I can assure you I have perfect credit and received the same reply. I am certain this is the reason. I recently had to contact a company about an issue I had with the billing address and they routed me to the fraud department as if I were a criminal. I am certainly glad that they took the extra steps to ensure my safety but it was very irritating and difficult to explain that I am truly "me" and that I am stationed overseas and need help as I can't just walk into the customer service counter for assistance. Hope this helps others.
