It's a combination of both. GEMB has certain minimum standards, but different stores have certain underwriting standards that GEMB adheres to for those particular cards, as well. So your observation that some GEMB cards are easier to get than others is correct.

If you are getting denied for credit cards that is a good sign you need to slow down with the credit applications. All this fuss and worry about credit approvals and denails and it seems like just good old common sense might be what you really need. Try buying things that you actually can afford and have the money to pay for. I guess we do live in an Idiocracy when it comes to credit.
