depending on issuer might not need to close card first. Your score is going to take a hit having a balance on a closed account.

This isn't a question that can be answered specifically without more information. It is issuer dependent. Some creditors will let you have multiple cards of the same product, so what you are asking about would be possible. Other creditors wouldn't permit this.
Which card are you interested in doing this with? If you can provide that information, then we might be able to give you a more specific answer to your question.

FYI,
Doing this will pretty much give you the worst of both worlds. Utilization will be the the tank because of the balance on a closed account, you would lose the positive history on the old account, score would drop due to a new inquiry and a new account. Also, to top it off they aren't going to give you any signup bonuses if you already held that card and just closed it. If you had the card open for at least a year or so and it is in good standing I can't see any reason for them to say no.

Why? What do you try to achieve? Sorry but I am lost on this one... close the card you already have with a balance and apply for the exact same card again ? ...tried to understand what this should bring other than cutting AAoA and lower scores?
I'm not sure you could. You owe money on a closed card but want another account with them Don't know if they would see that as favorable.
Only reason I could see anyone even thinking this was a good idea is for a 0% intro rate? If that's the goal doesn't work on monies owed to them (BT from their own accounts).

That's because there's no one-size-fits-all answer. You can help yourself and contact the creditor to verify if you're unhappy with our repsonses but that's as good as it gets with the info you've provided. If you can at least tell us which specific creditor we might be able to provide more specific info.
Note the above post indication that your utilization is likely affected by having a closed account with a balance. Depends on how it's reporting but keep this in mind next time around. Depending on how your utilization is affected your odds of approval and the APR and CL that you might receive can be affected as well.
I don't understand what the benefit of doing this is? Even if the issuer let you, why would you want to?
