Getting back in with citi cards

Hello all, this forum is simply amazing. I have a question. I had a charge off ($4,000) with Citibank about 9 years ago that have fallen off my credit reports, I’ve rebuilt my credit. All 3 Fico scores over 770 Plus across the board. Yesterday is the first time in ten years I got pre-qualified mail from Citibank. Does this mean I’m off the blacklist? I really would like the card but I'm afraid of a hard pull just to get a denial. Any comments and suggestions will be appreciated.

I think you're off the black list and they're welcoming you back.

No, that's not what it means. 

"Pre-selected" mailers are complied based on basic criteria provided by a lender by CRA, them letters are generated and sent.

They have no idea if those preselected consumers are on BL since that's related to internal records. 

Unlike negative accounts, internal records aren't purged certain after number of years. It might be a few years, a decade, or never. 

For you to find out if you're off black list, you'd need to apply and see what happens.
