I have two Capitalone Quicksilver One credit cards that were convereted from platimum mastercards back in March of this year. Through the EO office, Capitalone bumped my credit limits up also back in March and gave me back the annual fee's from that 2013. Now I just got hit with the fees again because they were not able to permanetly remove them, which I understand. My question is this, has anyone been able to convert a platinmum mastercard to the visa no annual fee version?
Possible...yes.
You will probably have to go through EO again (although I always think it's better to attempt to go through the front door first). They may convert it, or more likely they will keep you on the QS1 and waive the fee for another year (they will credit back your account the $39).
EDIT: If they convert it to the Quicksilver (no AF), they will keep it as a mastercard.

I just got my card converted from the QS1 to the QS with no annual fee, but it is a lateral move from Mastercard to Mastercard, they can't switch it to a Visa. The account number, open date, and history stays the same. (if they did, it would be a whole new account, with none of the previous history) You can get in touch with them again, even now and try for another increase and ask them to remove the fee. Even if you don't get another increase (and PC) you will at least get the AF credited back.
I have a Mastercard Quicksilver no annual fee. I had the platinum Mastercard no annual fee and upgraded. They don't advertise it but they have it. So you don't have to switch from Mastercard to Visa.
I did exactly what you asked just a few days ago. I had a Cap1 Platinum MC w/ $4k CL. I luv button CLed to $4.5k. Immediately after the CLI I opened up a secure chat session and requested a PC to a rewards card. The notified me instantly I was eligible for a PC to QS (not QS1) w/ no AF. I accepted (of course) and after looking at details it is the Visa Sig version. So I was changed from Platinum MC to Visa Sig QS.
Thanks for your reply. I am glad to know other people have had sucess! I think I may wait tll August or September since they like to see 6 months between account changes... Othewise I would do it now hahaha.
although my EX score is 691, TU 705, EQ 695.... the EO office might override that and go ahead and help me out. I feel like if you go through the EO office, they do not use the same guidelines the chat representatives spit out after they upgrade your card.
I decided to e-mail the person from the EO office who I delt with last time. I sent her an e-mail and recieved an email back stating to send capitalone a secure message through the online banking website. I feel like that will defeat the whole purpose of the EO office.
I think I am just going to call the person who helped me last time. Has anyone had luck dealing with their rep from the EO office again?
