Today I tried to send some $ via PayPal using my FNBO BP/Amoco branded Visa, and I got an error message saying that the transaction was declined.
I double checked to make sure the card wasn't locked, the correct card info was entered without issue, and I have well over $4000 to use. Tried it a second time, declined again.
This isn't the first time I've had issue with my FNBO card, and if this keeps up I will probably close my account. It has been the 1st card I ever got with a SL of $5k, but if I can't use that $5k how I need to, then all it does is take up space in my wallet.
Anyone else had issues with FNBO?
Depending on the amount or/and how long you have had the account open it may have been flagged for possible fraud. They can be very proactive on things. Just give them a call and ask.
Having a card rated for gas and one day it is quickly asking for 4/5th of the credit line to go out via Paypal sounds sketchy to me too. My bet is that for Paypal they only allow up to the cash limit until it finalises to see what your doing. You probably need to call them to ask the security to calm down.
Don't most credit cards treat non-merchant Paypal transfers the same as Western Union, i.e. transferring funds (wiring money) is considered a "cash advance"? Most cards don't allow cash advances even close to the full credit limit of the card so that may be your problem.
I dont see anywhere that OP stated how much he was trying to send. Just that it has a $5kSl and he has over $4k available.

I have had many problems with FNBO. They lock my card for no valid reason and/or refuse to give me the reason. I have also had large purchases fail, again with no reason, and despite many thousands in the account. They are better than SOME of the worst banks (Wells Fargo), but not by much. Another thing is that I don't need cash much, but when I've needed it, every single time there's been a significant charge.

My FNBO cards have 20% of credit limit as cash advance limit.
We don't know the amount but this could be the issue.

Cash advances from almost any credit card are going to be expensive
