Already everyone, heres an update.
Upon carefully reviewing this thread over and over again. This is what I decided to do. I spent a lot of time and effort on this and had good results.
1. I maxed out all my credit cards 3-4 times over within one statement period, and paid all but one card in full leaving utilization at 3%.
2. Once reported was updated, i applied at penfed. They asked for last 2 paystubs, sent them in, and got approved at $15k.
3. This reported about a week later to my CR, did 3x cli on AMEX Blue cash and got approved.
4. Hit Luv button on discover, now i'm at $10k limit.
All in all, score is now 792. finally got a decent limit on a CC. Hopefully from here on out, the next cards will be $ 5 figure limits!

I ran up my score by playing the utilization game and by applying with less picky lenders. Once my scores went up I asked for CLIs, which I got, which in turn led to getting higher limits on new cards right at the outset. I PIF weekly to achieve a super low reported util.

Congratulations on the increases!
Another possibility, since it sounds like you got your auto lease through Chase, go into a Chase branch, and apply for something like the Ritz Carlton card. It's got a hefty AF, but they look for big spenders, and getting a live banker helping you with your app may turn out well.

That is about a 72 point increase which is also 10%.

Why haven't you applied for a Venture card yet?
Why haven't you applied for the BBVA NBA card? No AF forever if you apply before June 30th.
Why haven't you applied for a NASA card?
Higher limits encourage other lenders to try to match. Those 3 cards above will most likely get you nice bang for the buck in the "High limit" category.
Congrats on getting $15K from a very conservative Penfed. Milk it early so your later apps will get nice results.

Always be careful assuming causality. On 1 keep in mind that usage like that can only be seen by the creditor that holds the account. Other creditors only see what's on your report for accounts with other creditors. They have no idea if you maxed and paid your cards 3-4 times, did it just once or never maxed and paid a card but just normally charged and paid. What they see is the current reported balance, high balance, etc (i.e. all the same stuff you can see on your reports).

Do not assume that either. Creditors do not simply match limits. I've been around 800 for a long time and I have a number of 5 digit limits. However, I've also received approvals for cards with 4 digit limits since then. There are a number of factors at play and your credit profile including recent activity as well as your income will determine the limit that you qualify for.
