If it's this one, it's issued by Barclays - very last paragraph at towards the bottom says so

Still confused, it says Bank of Hawaii on the card and every where ... and Barclay ? ... I never seen such a thing.

Bank of Hawaii CCs used to be issued by different lenders a long time ago, including BoA. Barclays absorbed and currently services the Hawaiian Airlines CC portfolio.

Hawaiian Airlines is the only CC from Bank of Hawaii/Barclays that can be applied without geo-restrictions. The other Bank of Hawaii CC (also issued by Barclays) is only available to Hawaiian residents.

Barclays UW criteria applies in similar fashion as their other CCs.

What FinStar said. Not every financial institution issues their own credit cards using their resources; they are sometimes sent out to a third party.

Right, just like First Bankcard (FNBO), ELAN and others manage specific CC programs on behalf of other financial institutions, for instance.
