Let's not get too far off track here with discussions regarding safety of off-brand gasoline the goal is to help the OP find a suitable card for their needs.
I'm going to assume that OP has already looked into and rejected an option like a Wex fleet card. The challenge here is that the projected spend is away above the quarterly/yearly spend limits for the enhanced cashback on gas purchases, and OP hasn't said they are willing to put up with the overhead of obtaining and then tracking spend across a fistful of credit cards like a BoA CCR + PNC Cash Rewards + etc. etc.
Off the top of my head the only cards I can think of that don't have a related spend cap on gas purchases:
Abound FCU Platinum (5%, have to jump through a couple of hoops for membership if not a KY resident, can be hard to get approved)
PenFed Platinum Rewards (~4.25%, can't pay out in cash or statement credit, primary means is as gift cards)
Costco (4%, payout is once per year as a merch credit unless one wants to go in-store and cash it out IIRC)
AMEX BCP (3%, payout is as a statement credit - the $6K threshold is for grocery purchases, there is no cap on gas, card has $95 AF)
Given the amount of projected spend, I don't think having a $25 mininum cashout/payout threshold would pose much of an issue here.
As a bottom end baseline there is always the option to look at a 2% cashback card for unstructured spend, there are a number of decent options there.
If you live in CA (or can otherwise gain CU membership), the G1 Plat Rew is a great card with 3% gas, rest's, and groce.

NFCU MoreRewards has no AF and is uncapped 3% on gas. A great all-around card, too.
You would hit caps quickly with any of the 5% cards.

Costco card has a gas spend cap: $7k / year
I took out a Discover IT card in my wife's name to get the 10% on $1,500 gas for the quarter. I used that up on a cross country trip. Now I'm using my own IT card for the 5%.
When driving through Canadia, I used my Venmo card (station wouldn't accept Discover) to get 3% (and avoid foreign transaction fee).
Now Amex has a $3 rebate "offer" on a $35 puchase. That combined with 1.5% equals 10% on the $35 purchase. Between my card and my wife's, I can use that 10 times. Chase offered me 10% back on a $60 Citgo puchase. Amex has another offer: $5 using Shell's app. for a $20 purchase. I also use the already-mentioned "Upside" and Shell's affinity program for 5+ cents. Shell links to my supermarket. So spending another $100 a month at Stop and Shop gets me 10 cents off on 20 gallons.
Still it's a struggle. Even with the 10% rebates, gas is @$4.40 and it's killing me.

Since you're spending such a giant amount on gas, I would suggest that you use multiple cards, not just one, since the cards with the highest cash back often come with spending caps. E.g. someone in the thread suggested Citi Custom Cash, which is great but would have a $500 month cap.
The Citi Premier Card gets you 3 points, and is, I believe, uncapped. The points can be redeemed 1:1 for cash, but can be worth more than that.

I do mostly drive my daily beater but I disagree that off-brand gas is damaging. (And it's not just 'a few cents'). Yes, I know the debate will continue.

In my family, all the new cars that used cheap gas developed major engine problems by 100k miles: check engine light, oil burning, poor gas mileage, etc. Coincidentally, none of my new cars developed any problems, I only use Top Tier. Took a while but my stubborn relatives finally learned their lesson and switched to Top Tier too.
Now back to the topic at hand...
I'll throw Bank of the West's Rewards MC into the ring as well. Unlimited 3% on gas, grocery and dining. Not a bad card to pick up certain daily spending but the rewards redemption is clunky and in $25 blocks. SL's are usually ho-hum, but they are known for their soft pull approvals and CLI's (which aren't anything stellar either...)

foot note: BOTW is being bought out by BMO/Harris and things should change over sometime around 2023. Hopefully they keep the rewards structure and nix the $25 block redemptions.

good find! but slight correction: 4% back on $8k / year spend on gas + dining (3%) + groceries (2%) combined. But you could choose to use PNC Cash Rewards card exclusively for gas!
Oops! good catch... it is indeed $8K a year. I *only* use this card for gas as Elan picks up dining for 4% and BCP/Gold pick up groceries.
If you have a Chase Amazon Visa, you have another option for gas this month up to $1500...
