The new account should show your 28-year old age. They will not re-open an account closed that long ago if that's what you're thinking, nor will they open a new account for you without a hard pull. There's just no getting around a hard pull on EX if you want that account, I'm afraid.
Yes, they are EX almost exclusively. On the rare occasion where they don't pull EX, the alternative is usually TU, but again, that hardly ever happens.

Oasis is not a card, it's a program. There are about 1,001 threads here discussing it. Do a search for "Amex Oasis" for hours and hours of fun reading.
