so, I have had the Citi Double Cash card since last November and the relatively low CL ticks me off at times when I make large purchases. Basically I have 5 Inquiries on file with EQ and 3 with TU.
I am am wanting to get the discover IT card for rotating categories.
Would a HP credit limit increase and the HP for the CLI bother you personally? I'm having a hard time with this one... But regardless, I'm gardening for a while whether I do it or wait.
What is your opinion?

I wouldn't knowingly waste a HP on a CLI with Citibank. They will periodically give many of their customers an opportunity for a soft pull CLI. So I just check periodically to see if it's in soft pull mode yet. [I personally haven't had that in my 14 months or so with them, but other users have had them every 6 months or so].
I have never used a HP for a CLI. I never needed the credit that badly and I'd rather just get a new card. The way I view it is that I am likely to get more credit by applying for a new card than I would get asking for a CLI. Also, they could do the HP for a CLI and still say no and I would hate myself for that. I am really adverse to taking HPs though, since I like to make them really count when I make a move. That being said I will go for SP CLIs and use those to pad my util.

You mention the inquiries on EQ and TU. Do you know what Citi and Discover usually pull in your area? For me in CA, Discover pulled EX when DH opened one last spring and Citi pulled EQ when I (inadvertantly) did a HP CLI last spring as well. You didn't link the two thoughts, but I think maybe you're asking should you not do the Citi HP because you want to definitely apply for the Discover. Is that right?
If that's it, if they don't pull the same CRA they don't really relate. Do them both if you want them both. If they will likely pull the same CRA, then prioritize one over the other and do whichever you think you value more.
I LOVE Discover. I've had my card since 2013 and until last spring had only used it as a BT card. There's pretty much always a 0%/3%fee 12 month and 4.99%/0 fee 18 month offer on the account. I got in on the existing customer double cash deal, plus I used the Apple Pay promotion that ran from Sept to Dec a LOT. Come to think of it, you might prioritize Discover, assuming they're still offering double cash for the first year. And just use your Citi DC as overflow and where Disco isn't accepted for the year (assuming you get a good CL.) Then see if the Citi grows or offers SPs. In my experience, Discover does grow with useage. (both auto and SP CLI's throughout 2015 for my Disco). I also love the app, website, chat, and customer service in general with Discover.

How do we check? Just go to the request a CLI page and see if it says they will pull a credit report? I've never seen it say anything different.

That makes a lot of sense, save the HP and App for the IT card and wait for SPs on the DC card

Did you indeed check that it's a HP for you with Citi? IIRC if they don't ask you how much you want, it's a SP (and says something about not pulling your credit). If they ask how much you want, it's a HP.
I was approved for a $5,500 DC about two months after it came out. Roughly seven months later I was approved via SP for a $1,100 increase. Six months later, I was approved for another $1,100 SP increase. The $7,700 limit was still annoying, so I requested an HP CLI for $20,000 and it was approved within about two days.
