CCs come up with certain demographic and/or credit criteria and the CRAs sell them a list of names & addresses. For example....people under 30 who live in the zipcode 90210, etc.....

And then they probably batch soft everyone in that data set and issue offers to the ones they have.concluded will fit their.target.demographic.

They buy only the list of consumers that meets criteria they specify. The CRAs run the screen. I think I read somewhere that these offers have to be more likely to get approved than not though that certainly hasn't been my personal experience.

Chase is pretty good with recon, especially if you have checking with them, you probably would have gotten the card but with a low $500 limit, do you try to recon?
