Absolutely not. Call them back and kick it higher if the CSR give you the run-around again. When my Discover didn't get to me in 10 days, they wanted to cancel it immediately. I told them I'd give it one more day. They advised me to call them the next day if it still hadn't arrived. It did arrive on the 11th day. But the key here is that Discover wanted to cancel the card immediately!
That was Discover though... CapOne is notorious for "kicking the can"...

Update:
I just knew my card would arrive the day after I canceled it, so I decided to test my patience. I stalked the front yard daily waiting on the mailman to arrive. Each day I was disappointed. Finally this morning I woke up knowing either my card would arrive, or I would order a new one.
Well, I wish I had not been so patient. Today the mail came and went and still no card. Approval was April 3rd. Notified card was mailed on April 6th. Today is 20 days since it "mailed". It never arrived, so now the wait begins again. This time she said 4-6 business days instead of 7-10 business days. We shall see... She said since it was a new account she couldn't "express mail' it. BOO!
Capital 1 is making sure I have low utilization rates! :-D
