No idea if it does for everyone. It could be targeted but they send me offers all the time. Keep in mind that there's more than one "Chase United" card. I'm referring specifically to the MileagePlus Explorer.

I carry a couple BTs with Barclays and I really like how they handle purchases while doing BTs. They always tell me the minimum amount to pay to avoid interest charges even when doing purchases on top of the BT. I generally don't use the BT card for purchases, but Barclays does handle purchases on top of BT very well.

LOL.... I used the phrase what's in your wallet because of the CapitalOne commercial and I thought it would be catchy.... But now that you mention it is pointless to have a BT card in my wallet... I do not make any purchases with my BT credit cards only my AMEX...But I like the fact that now I know if I did there are different ways a CC charges with BT's on the account...

Yup. Barclay will not charge you interest as long as you pay the amount shown in that box. I think it is just minimum amount due for the month (to be considered not late) + whatever new purchases that you made since the last statement cut based on the CARD act, but not 100% sure. BofA says that they will charge interest unless you pay EVERYTHING down to $0.
Just looked up the law, Credit CARD Act of 2009 (signed into law 5/22/09) specifically states: "Upon receipt of a payment from a cardholder, the card issuer shall apply amounts in excess of the minimum payment amount first to the card balance bearing the highest rate of interest, and then to each successive balance bearing the next highest rate of interest, until the payment is exhausted." I'm not sure how BofA and some other banks are getting around that.

Yes, a 15 months 2% fee 0% APR is hard to turn down. I don't plan on charging anymore on the card for the rest of the year and had just paid the annual fee, so no interest obstacles.
I have both the BOA Cashrewards and BBR only the BBR has a BT. BOA constantly send BT offers
