I asked for a CLI at activation and (after hard pull) was approved for an increase from $2000 to $5000.
I'm not sure if once the account is established you'd have to wait a certain amount of time, but it may be worth asking. Since they do a hard pull, hopefully they would be able to tell you ahead of time if your account is too new to even want to try for an increase, but I really don't know for certain.
ETA - this was for Chase Freedom, in case that makes any difference.

it probably has to do with your scores as well

Rumor has it they might auto-CLI at the anniversary.
I don't think there is a minimum waiting period for the first CLI, but after that is 6 months if I recall correctly.
I was told 6 months on two seperate occassions. I have also seen other members here post this as well, so there must be something to it.
Since they want a hard pull to do so, I think I will sit on the 10k they have given me.
I asked for (and recieved) a CLI last November - cost a hard pull. I am now just going to sit and wait, and if it goes up - good. If not - no sweat
