I have also received an offer recently for the Thank You Preferred card with a similar rate. Perhaps a point or two lower.
"Pre-selected to apply" really doesn't mean anything. It's equivalent to saying "we invite you to apply." It's not saying you won't get approved but this form of marketing doesn't really do anything for your chances of getting approved. What you want to see is "pre-approval" or "you are pre-approved"
Did you go on their website to check to see if you have any pre-approvals?

Very solid. APR is trash though
With Citi giving a solid Apr , probably solid enough that you would most likely get approved. Apr might not be great but I guess not everyone throws out their own trash
If you are applying just for the 0% for 18 months then great. After that, that card really doesn't offer anything great and you won't ever be able to PC that into another card so you would be stuck with it. Simplicity or closed would be your options.
I can't do the picture thing like OP. But BoA keeps sending me offers with 0% interest for 18 months on BT and purchases, with a solid 13.24% APR after that. So I would assume that's the APR I will get if I applied, though it could change a point or two either way with a HP. But that isn't going to find anything different than their most recent SP. That's why I would expect to get what is written on the offer.
The APR has been slightly higher in the past, so I'm guessing something good has change recently on my CR.

The offer looks fairly solid to me as long as nothing drastic has changed on your reports in recent months, but I would certainly try the online prequalification to see if a lower APR is available there. If you are indeed going for that one for the BT offer, stop and reconsider the Diamond Preferred card, which can later be changed to a number of other Citi cards.
