This is an excellent question. 
I'm interested as well, but for a different reason. I have two Amex revolvers, both of which are at $1k and continually get shot down for CLIs due to my including Amex in a bankruptcy 16 years ago. When my 13 months comes around on my second card, I plan to move $500 to the first card (BCP).
While my situation is different, it makes me wonder if since my cards will likely never be eligible for a CLI if that will cause me not to be able to move part of the credit line from one to the other (similar to the issue you're having now).
Both of our scenarios are a bit specific, but hopefully somebody around here will have some data points to share.
