From the examples I've read, nope. Not entirely sure on this. You could always try and see what they say. No harm done even if they say no.

OK. Thanks. That seems to be the case. I'll apply for PRG and SPG in five month. Though I'm pretty sure I'd be FRed again after two or three months of usage of Amex card, maybe within the first month. I'll see if I can break a record of that.

If you were FR'ed, but you didn't comply and got your accounts closed, you will be FR'ed immediately upon approval. The new cards will not even be active or sent out until you comply and get the OK from the FR dept.

This is correct, if your not willing to give up the returns there is no point in applying.
