Exactly. Because they are so close together, they might want to see if something else is going on. And maybe because the cardholder is responding to an offer, some of that concern is tempered. It wasn't very common at all 15 years ago to apply for multiple cards from the same issuer close together. It's a little different now with trifectas and complementary cards with a main card these days.
Depending on my estimate of how many points I'd lose for applying, I'd probably go for it.

It's also that institution notifying others that you have applied for credit, which should be the point of a hard pull anyway even though some lenders will reuse a pull or not do a HP at all in some cases.

True. But from their perspective, they have a recent report that's not too stale, and they have to pay for those pulls. It would be like checking the weather report for this weekend 2 hours later than the previous time. Except they have to pay for the report.

It would make sense that it would not be, but I do not know. Usually, getting more means paying more.
