yes but some banks/lenders decide that its not during the life of the card but for some other period, I noticed the other day that my 3 year old ZYNC card that has lived lived in the safe deposit box for the last year, has a high balance is listed at $14.95 intead of the $900 I let report one month a couple years ago.
Cit is very bipolar, My dad alwasy applied for a CC and always got instantly DENIED, until there new DoubleCash card came out, he went ahead and applied and got instantly approved for a $1,200 CL, 0% APR for 15months and then 12.99% after which is the best terms with this card (Very strange if you ask me condsidering the constant denials in the past year. And nothing had changed he still had high balances and quite a few of inquiries at time of approval.
Whatever's going on, I don't think it's necessarily because of one high limit or missed payment, at least based on my personal experience. When I got my Citi card I didn't know a thing about credit and even though I always paid in full before the due date, on several occasions I ended up letting balances just shy of my limit report. On top of that, I ended up with a collections account on my report and about a year later Citi actually gave me an auto CLI of 2k. The collections turned out to be an error that I eventually had removed, but that was much later, so when Citi decided to give me an auto increase the only items in my file were their one card with a relatively short history and a collections... my score was dismal (jumped about 100 points after getting the collections removed). Despite all that Citi never took AA against me and has granted two SP CLIs since.
Definitely give the EO a go (regular CSR is a headache and basically worthless, especially online chat) and try to see what's up. From what I gather, Citi can just be really weird. Some people seem to have no problem getting in with them and for some it seems impossible. As for me, I've had several frustrating experiences with different CSRs not even seeing the same information about my account. At any rate, good luck!
Citi is weird. They gave me a Custom Credit Line, an overdraft protection credit line, and a $15,000 personal loan--but turned me down for a card. I guess because I have the other two lines. Nevertheless, add my voice to the "**** them" chorus. Both my Discover cards and my three Chase cards are far more awesome than Citi ever hopes to be.

I had a Citi secured card that I opened in Sept 2009 and I used the He** out of it...limit was 200.00 (you saw that right 200 dollars) I charged about 20k bet Sept 2009 and Sept 2010 on it but charging and paying and charging and paying. I tried for credit limit increase in Oct 2010-Oct 2014 and every one got declined...I must have tried 20 times...THEN one day....Dec 2014 they gave me a 4800.00 increase
