Yep, you just call and ask them to move the limit. I've never had it denied. Certainly no HP.
Dunno about balances though, I've always called when they are at 0.
I tried after I opened my Slate to move some limit from the Freedom to it. They said it was not possible at that time without closing the Freedom account. (Slate had been opened less than 1 month, Freedom I have had since 2008)

Call again. CSR was wrong. You can take the Freedom down to $500 CL. I did it two days ago.
I moved 1K of my Marriott (16K) to Freedom (4K) at the time of card activation to get 15K and 5K... no issues at all and instantly done ... I did it because I would have loved an upgrade to a Freedom Siggy but Chase will not budge even after 16 months
This was just done for me. I moved the entire line of a newly opened Slate to my Freedom.
If it helps any at all, the CSR did tell me that in order to move the entire line from one card to another, the account to be closed needs to have no activity for 30 days. A new account that just has just been opened would also be eligible. They can then move the entire credit line and close the account.
If the account in questions has had any activity in the last 30 days however you can not close the account and move the entire line, But, its still possible to move some of its line to another account provided you leave at least a $100 line and leave the account open. That or wait for 30 days of inactivity to pass if you want it closed.
If you just want to move a portion of one account to another and leave both open, there should be no issues.
Some may get different results when requesting this, but thats what the CSR had told me at the time when we were discusiing it.

Good to know. I have a $500 CL on my Freedom because they said I couldn't move any more to my CSP, and I don't want to just give away that CL.

Do they question you as to why you want to close an account you just opened? or are they pretty used to it?
Yep. It's easy. Transferred most of the limit on my Slate to my Freedom about a week ago. For some reason they wouldn't let me close the Slate (I haven't used it in months). Not sure why.
Oh, and no questions, although I did explain that I wasn't using the Slate much.
