How would anyone know if a Visa card number is exclusively Visa Signature?

Your post was informative! I had assumed that 4147 was unique to Bank of America/FIA etc, then I saw that some of my Chase and Citi sigs also started that way so at some point that might have been a very good indicator.
Forgive me for being simplistic, but if it says, "VISA Signature" on the card, isn't it a VISA Signature card??

and then in my situation -- that website for Fandango is saying my US BANK CASH + Signature card is not a valid Signature card
So, Fandango has just now told me to email askvisausa@visa.com and ask them why my card is not working as a Sig card,
Sigh....making a mountain out of a mole hill
Is there a universal procedure to upgrade from reg Visa toVisa Signature? I imagine all banks are different, however I was under the assumption the perks of Visa Signature are the same for all banks.

No, each issuer can decide, on each card, which of the benefits to provide. See https://usa.visa.com/visasignature/benefits.jsp
