Sorry that happened.  It's been known for a while on the boards that Cap One 99% of the time does not accept customer initiated CLIs.

 

I would not, however, directly correlate that with your husband being "stranded" as this has nothing to do with Cap One.  Hopefully, everything works out! 

 

I do like their no forex fees and take them with me as well (among other cards/cash - just in case).
