you can request no annual fee but might not get it. cap one has been very good to me. they grow with you. citi double cash back it good option too.
The ones I think would give me the highest SL if that is at the top of your priority list. You can always get the remaining cards later imo.

If you can, I would hold off on apping til you closed on the house. After your mortgage report to the bureaus, you will get a ton of mail offers for cards. Good luck!

Depending on your scores now, I might suggest waiting until after the mortgage, but you might benefit from adding one card right now. Do not add a bunch of cards now so close to the mortgage.
It's always a YMMV type of thing. When I started rebuilding, I was getting some small limits. I could understand that, but Citi jumped right in with a 5 figure SL. This helped to kickstart the others.
