Hello All,
First question, does anyone have a Freedom card with an EMV? Does it still have embossed account numbers, or are they inked on?
Second question, can anyone recomend a bank they have a Personal line of credit with. Any recomendations? citibank? wells fargo? What do you like about your PLoC?

If you don't mind the question, why do you want a personal line of credit? Generally, they come with pretty high rates, so I'd advise against it if it isn't absolutely necessary.
I'm waiting for my EMV Freedom.
I just opened a LOC with my Credit Union "just because" and the interest rate is 10.9% (would be lower except for high utilization). So far appears to be no fees to take a draw, and $8k of "just because" money is nice to borrow and pay back to get that on my credit report.

No PLoC here.
My Freedom has an EMV chip and raised numbers. I'm not sure how useful the EMV chip is considering it has 3% foreign transaction fee.

It's might be too late to apply but have you considered financial aid? Depending on your situation pell grants would cover most, if not all of the $3,000. You can also get student loans from the government which (correct me if I'm wrong) are at 3.4% interest right now.
