Which begs the question of why you didn't accept the CLI and then call the EO. In any case, I think considering that you have three cards with Cap One and a few other generous CLs with other lenders, maybe you've hit whatever your exposure limit is with Cap One. I'm not really sure what to tell you, other than IME, Cap One doesn't like to be the outlier CL. I would consider pruning some of the Cap One CC if you have any redundant products with them.
Wait. So, you did a LUV button CLI and got $500. You figured that maybe you could squeeze a bit more if you contacted the EO and instead of giving you more, they actually reduced it by $100? That pretty much it?

So they did 1,6K to 2K? Sorry but you cannot expect 1,6K to 10K....just ask every 6 months ...slowly step by step...work your way up ..it is not Amex with 3x CLI. Good luck!
My first CLI from Cap One was 6x from $500 to $3000 and the second was 2x up to $6000. I think for OP a bump to $3-5000 would be reasonable and I would probably be a bit pissed also.
There is something about your credit report or usage that is spooking Cap1. They don't seem to give out credit too easily. And don't expect them to give you a high credit line because another bank did. Each bank has their own lending criteria. If you want a higher credit line from Cap1, use your card and PIF each month. Try hitting the luv button again in 6 months, but don't decline whatever they offer next time.

Doesn't really work like that for everyone either. I started at 3k on my cap1 card, got a credit steps CLI to 3500, around 2 years ago. Every CLI request has been denied since then, even through the EO. Their only reason is that "Your credit score is not high enough" but they always use a pull from 3-5 months before my CLI request.

I have long since given up trying to figure out how Capital One makes its CL decisions.
A few months ago, I asked for a CLI for my QS1, which was/is currently at $2K. Denied. Tried recon. Denied again. Scores at the time were all in the 700's; UTL was ~1%.
The next week, I applied for the Venture Card...instantly approved for $10,000. Go figure!
