Because with portal, it's travel only.
RTR allows you to redeem for any category listed at the same rate as travel

And it's instantaneous to boot. No silly waiting for approval as long as it fits Socks' travel criteria

Really?? I thought when I enrolled, only travel type stuff (flights, lodging and rental cars) got the 1.5 through RTR. and the rest got 1c per point redemption. You are saying that all of them are eligible for 1.5cpp ?
I was certain they were. Then I remembered I only redeemed for travel, so I'll have to defer to others for non travel related categories
For clarification so anyone else who reads/follows this @Anonymous is right in that RTR redemptions are only for travel-related expenses

To clarify the clarification, you can USE rtr on other categories if you enable them, but you will only get 1cpp. Some of the blogs recommend leaving at travel only to avoid accidently redeeming for say groceries at 1cpp.
But since I haven't tried non-travel, I would be very happy for someone who has to let us know that you get 1.5cpp on those!

I have RTR notifications turned on for all categories (I'm a glutton for punishment) and I can confirm that non-travel RTR redemptions are 1¢/point.
Travel RTR redemptions are automatically offered at 1.5¢/point. My last (and only) redemption was in December 2019 for a travel charge, and the system "knew" that the multiplier applied to that particular purchase. At the time I had ~66k points, made a charge for ~$960 travel, and the automated text offered to let me redeem ~64k points to cover the charge, which I did.
At the time there was some chatter that you had to have enough points to cover a travel charge at 1¢/point to trigger RTR even though it would end up being the 1.5¢/point rate but that wasn't the case for me. I'm hoping this hasn't changed (I'll be finding out in a few weeks).
