If you are already an FNBO customer and have cards from them, just curious is it possible at all to manually request that they snail-mail you any of their mail-targeted offers (assuming that you also qualify credit-wise)?

No. Targetted offers are just that - targetted. This would either result from your overall relationship with FNBO, standard marketing efforts or previous applications with some of their products.
I just received my 3rd targeted offer from FNBO. I was not impressed. Shredded.
21.99% APR
1% rewards
$19 AF
I don't have the greatest profile but this particular card was junk.

I noticed a few threads over the past several months where some posters had mentioned receiving targeted fixed-rate APR offers from FNBO, so my interest was highly piqued and intrigued, when I read that lol...
ETA: a family member also received an FNBO mail-targeted offer a while back that was similar to Coastal FCU's Big Ticket card (which allows ongoing 6 mo. 0% promos on purchases of $300 or more), so I was also potentially interested in this one as well. I already tried apping for the Big Ticket card a few months ago as an alternative, but alas, was denied...
ETA: corrected typo

Lol, nope not really, as I already have 2 fixed-rate cards currently and one very-recently acquired, so it's all good tbh lol I just have a personal philosophy that a person can never have too many fixed-rate cards, and since they are so rare and hard to come by these days, I am always on the lookout for potential new ones

now that offer would stay out of the shredder for sure.
