Inquiry count when applying

Are the total amount of inquiries on your report considered when you apply for a card or, just the inquiries that are used in calculating your score within the last year? Can't seem to find a definitive answer. Thank you!
EX: 750 (05/2015) | EQ: 765 (5/2015) | TU: 765 (5/2015)

Barclays World MasterCard CL: $19K
Capital One MasterCard CL: $3.9K (sock drawer)
CHASE Sapphire Preferred Visa Sig CL: $20K
JPM Ritz Carlton Visa Sig CL: $20K
Inquiries: 1 (EX) 0 (TU) 0 (EQ)

Long story made short 

New INQ's ding for 6 months and are no longer a Fico scoring factor after a year old  but remain on CR for 2 years 

That being said some lenders will still consider them when evaluating a CR such as Chase and Barclay who are known to be INQ sensitive so yes the total amount can be a factor

Before you app think...
Have you done your research of the CC?
Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?

+1 Chase does not like inquiries.

So, if you were applying for Barclay or Chase, along with some other (non-inquiry sensitive) card, would you be better offer apping for the Barclay or Chase first, or are they paying so much attention that they're going to notice the other one, even if it comes later?

Neither of them like to see more than 2 or 3 (max) in the last 6 months. I've seen Chase get hinky about 3.

Chase yes first 

Barclay no last

IMO others may feel differently
