Thank you NRB525, I agree, 2.3K is not bad. Although it did not start off as a secured card, i was approved outright as unsecured. And did get a few incremental increases which brought it up to where it sits now. I do understand that credit requires a lot of patience, which is why I chose to grow my existing accounts rather than applying right away. I have other TL's which has grown significantly higher than Discover. So I am just trying to get the card to grow along with those other TL's

While the explanation may well be junk, I wouldn't be surprised if some systems for some issuers do have expectations of "normal" behavior, such as paying once per month (and after the statement is cut) so you could run into this type of thing.
That is very true.
If the OP secured the card with $2300, than in essence he was playing with his own money. Now that it's unsecured, it's their money, and they might just be on a cautious side till he has more history with them. Plus, it's a Disco..their computers are programed with witchcraft, runes and magic crystals.

My overall utilization is 1%, I only let the AMEX report and everything else 0 balance (AZEO) score wise, I don't think there is an issue either. All other accounts are in good standing. I only spend between Discover and AMEX (3 cards) but only letting the BCE report. My regular spend per month is about $1500 - $2000 across all accounts, but I pay them all down to keep utilization low.

Perhaps, but my spend and payment patterns, have not changed since obtaining the card, I did manage to get the limit increased from 1K SL to 2.3K between March of last year until Sept. (last increase) but I never changed anything from my spend and payment behavior, since I practice that on all of my CC accounts, I find that it is what works best for me.
My observation from the OP's conversation and subsequent explanation (or excuse if you choose), is since we are solidly now in the computer age, some/most financial systems can and do tie in Limit Increase Requests electronically, and the ruling boards set policy by the software standards they choose to implement. Those math/percentages/payment records etc. data ALGORITHMS may and do sometimes very well take priority whereas other institutions choose to supercede where a real human goes over matters and the overrides computer decision.
Plainly put, any lender and indeed MOST will do a manual eyes-on review upon customer request whereas some stick to the machine's decision. OR SO THEY MAY SAY?

OP - that is interesting. I have made 15 payments in my first 3 months with Discover and got a CLI.
It was only a $500 CLI on $9,000 CL but I figured it was because I had already racked up a $5,000 balance in 0% promo within my first 3 months.
I will keep that in mind for the future though. Thanks.

I cut Discover loose. They started me out with a $2000 credit limit. Then, all of a sudden cut it to $1100. MInd you, I had Amex Platinum and Citi Prestige among others in my wallet all with stellar payment histories, etc. My utilization was around 40% total. No one else cut me down except Discover. So, I dropped them. Never going back.
This was not the case for me. During my first year I used my discover for everything. And I made several payments a month. Some of the last payments in each month were small amounts. And most months it was a zero statement cut. I only let a balance report like once every 3rd moth. I was granted an increase each time requested. I just looked and a few times my last payment in the month was less than 20 dollars.
So while that may have some influence I also think income and profile also play a role. And maybe weather you started secured or not. I just think there are a lot of factors and the reps don’t have a clue exactly how or why a computer will give it or not.
