Using $9k of a $10.6k limit and bringing the balance back down to an ideal place in 1-2 cycles is just about the best equation anyone can follow to stimulate a favorable CLI result.

With the announcement if no more HPs for CLIs with BoA I requested a CLI on my Cash Rewards card from $1800 to $5k. I got the 7-10 days message and then a rep called me the next day and told me they needed TU "unfrozen", and gave me a reference # to call back when unfrozen, they called me at work. When I got home I unlocked TU & called, CLI approved, no HP. Last winter I requested a CLI from Synchrony on my PayPal Cashback MC, got the 7-10 day message. Letter arrived and said my TU was frozen and they could not pull my CR. I unlocked TU and tried the CLI again, instant approval from $6k to $8k,no HP.
I've never requested a CLI on my Amex BCE, SL of $15k was more than enough. But in March I was approved for an Everyday card with EX locked, pre-qual offer.
I use a service from each CRA to lock my report, I've never done a security freeze. Perhaps their locking service prevents a SP that's not an account review, as in the monthly Fico score they provide?

I think everyone at some point sees at least one $500 CLI from Discover. Most of mine have been around $4k on average, but I've seen $500 as well during the growth process.
I made the payment today on my newer (March 2018) Discover IT, and the third statement should cut in a week or so. I'm waiting to see whether there's an auto-CLI; I have some hopes, considering I've made it my groceries driver this quarter and have made big payments on both the first and second statements.

Well they gave me a $300 CLI when I asked for one about two weeks ago. Still not sure how to feel about it. On the one hand a CLI is a CLI, but on the other it's clearly a pity CLI and pretty insulting.
