i.e. exactly the same as the public offer. Guess they feel that the money spent on these mailing is justified, as <gasp> probably a reasonable number of existing US Bank customers don't browse their credit card offerings daily!

Probably not. So yes, a little mailer making a cardholder feel special would likely nudge them into applying.
It is possibly for pure marketing purpose, without running pre-qualification...
