Is CLI decision tied to last report or current UTIL numbers?

I paid down a lot on my card and want to request CLI with BOA, is it tied to last report or my current UTIL? I need to use the card again shortly so util will go up, so wondering how to do this. They denied CLI on another boa card (mastercard, 1.7k/4k charged, 49% overall util all accounts) but now my util overall is closer to 25% and on the other card (visa) I'm trying util is also closer to 33%.

Everyone does things differently and gives importance and emphasis to different aspects of your credit profile. Both the factors you mentioned though I'm sure goes into the calculations, as I'm sure overall exposure also does too given your income and riskiness. A utilization of 25% though is still really high so I'd wait until you get it below 10% and then try asking for a CLI.

CLI requests are now SP with BoA.

Potentially, you can try it now and if declined, it should provide you with some guidance on how to optimize things going forward. But, as mentioned above, you'll get better results if that utilization was much lower.
