Is Citi 1.99% offer frequent?

I just received this offer email for my existing HHonors card. Are these offers frequent? I would really like it if I had a usable limit.

Re: Is Citi 1.99% offer frequent?

I got that same offer on my Double Cash.   I haven't taken it, since my BBR has 0% for the next 11 months or I could use Blispay for 6 months deferred interest.   My standard APR is insane on the DC.   Does anyone know if you can have your permanent APR lowered while you have a promotional APR?

They will tell you to wait until the promotional APR expires.

 Datapoints...

The card is 6.5 months old.

I met the spend in 2 transactions and PIF'd

I have spent $50 on the card every other month since.

I run 2k-3k through my Chase cards and 1k through a few others.

I sometimes have a balance that continues the following month but usually no more than 2 months before I let a statement cut with $0 on a card.

Clean EX and EQ, 2010 13k open fed lien on TU.

Scores are a little lower than in siggy. (710-750)

Yes.  Here especially.  1.99% for 12 months on purchases.  Then citi gets all weird if you ask them for an APR reduction because you are in a promotional period for purchases, and I say well the online account always lets you BT at the regular rate so if thats still there why cant it be reduced lol?

Anywho, take it, but ask for a perm apr reduction first.

The low APR offers on spend are sent out periodically. I got one in late 2015 on my $1k limit Diamond Preferred, along with dining and movies 5% cash back. So I used it to run up a balance of $400 - $500, get the 5%, then gradually pay off the balance with the low APR.

Use it as a chance to pay a small bit of interest, to show you like the offer, and with luck your CL will increase and the usefulness of the next low APR offer may be better.

If I opted out of promotional offers via the online thing, does that also make me ineligible to get these offers from creditors I already have accounts with?
