I can't seem to get past the $1800 mark with them as far as CLI they keep denying me.
Hi, ain't this something, my JCPenny card is at $1,800.00 too and I was just denied a cli recently. I do have a walmart card opened in December $1,200.00 limit and earlier this month went to Sam's club to open up a membership there and was told I was preapproved for credit although not the discover, I told them I am not interested, so I do not know what gives right now with jcpenny.

Yea same here seems like there not gonna grant me anymore CLI. My card has been at this limit for over a year.
In my humbled opinion, CLI might not be as significant as you expect, as regards FICO scoring.
Each CLI request is probably hitting you as a hard inq.
Let us say that they relented, and increased your CL to $3,000.
What will you then get from that?
What is your overall CL and % util on all revolving accounts now reporting? How much will a $1.200 increase in CL on that one store card affect your overall % util?
Revolving % util is calculated, approx 50/50, on overall % util, and then on % util of indiv cards. Fico does not directly score CLs.
If your CL is bumped up on one card, it may show improvement in overall % util, but as for the scoring of that one card, a $0 balance on a $50,000 CL is exactly the same as a %0 balance on an $1,800 card.
It's a soft no hard.
My JCP was stuck at 1800 for well over a year - denied CLI online every 4-5 months...
FInally in December or January I hit the button online -- $2,400! I was begining to think it would be 1800 for ever.
