I think you have the right idea in shaving off some smaller limit accounts and gardening what you have. Good luck!
No Citi, Discover, Amex? If no luck on prequal, shore up and garden.

You'd need to give us a better idea of what you need/want if you want recommendations. Selecting cards isn't just about the cards themselves but what specifically suits you.
That said, with your low limits and scores I wouldn't advise applying for anything. Idenitify and address the issues with your credit profile. Then apply if there are cards that suit your needs/wants.

You have a lot accounts and way more then enough to help your score. The ones in red I would get rid of after you have had rhem for a year. They are not going to help you much and you have to pay a lot to use them. Store cards I'm against and I have two. I will be getting rid of mine when they hit the year mark. I Think that you should garden for a long time and let these grow and let all your inq fall off before trying to get more credit. Otherwise you will always be stuck with low credit limits.

Given the fact your score is lower then it should be due to having/going for too many cards, I would say STOP apping!
Having too many account is going to prevent you from getting any good CCs and as you see most the CL that you got, are at minimum qualification limit. You need to STOP for about 2 years, so your inqs eventually go away!
Also as jbsea said, close and consolidate as many as you can! Go down to 5 accounts that can help you grow!

My impression from reading around was that inquiries don't count much against you after one year, unless the Chase 5/24 rule is coming into play.

Points wise it will not hurt you after a year... But they do not fall off your report for two years. When you have a profile like OP then it might make a difference when they are apping for new cards. Low scores with low limits on ones that they do have will not help get approved for better cards. As of right now I do not believe that OP can be approved for Citi or Amex or any other prime cards. So OP needs to stop apping and garden for awhile. While in the garden get rid of some of the cards that are not helpful to credit growth.
I agree, it's time to hit the garden. Gradually trim away cards you don't need/want and focus on slowly increasing credit limits, managing utilization, and making timely payments.
