Is this a good APR and terms for Cap One?

I recieved my cap 1 card today.
Didn't recieve a good CL(300).
Tried to get a CLI at activation but was turned down.
Terms are 0% till January 09 then 8.65% fixed.
39.00 Annual fee which has already been charged to the card.
 
They said I would get a credit limit through "Credit Steps" within 3 months.
 
I wonder if calling the backdoor number would get me a CLI.
 
Fico scores are: TU676 EQ663 EX651
 
I only have a 7 month history, 4 positive accounts, 1 collection (several yrs old), and 5 inq's.
 
What other cards should I apply for with a good chance of getting approved with my scores.

Look in the notes section and try to match your circumstances as close as theirs was.
That's not a bad APR for Cap1, though.

With a young history- this is a typical initial CL-
 
You could have gotten a no-AF , but the APR would have been a little higher. 
 
Treat it well- use it, don't abuse it

I was just approved for a Cap 1 with a $300 CL with only one month of credit history (BOA secured). I opted for the $0 AF since I plan to PIF, and got a 19.55% variable APR (with the same 0% intro APR). 8.65% fixed looks like quite a decent APR for only seven months of history. Good luck with the card... let us know when you get that CLI!

About par for the course with CapOne. By next year at this time you should be high enough up the food chain to qualify for something better anyway.
