I was approved for J. Crew about a month ago and I hit the button a few days later for a little CLI bump. YAY! I tried again today and got the 7-10 day wait.
Could this be a HP?
Could I be declined?

AFAIK, the 7-10 message from Comenity backed cards is typically a denial. Also, it should just be SP for their CLIs
I believe the rule of thumb is to wait about 30 days between CLI requests.

Yeah thats a no go...but ive basically got a CLI every 30 days since having the card...started with $750 i think...and im at 1450 now. +200 / +200 / +300
J. Crew won't send me luv. . I've only gotten a pop-up from Victoria's Secret - I don't want that one.

Wait for the letter to provide the reasons and you can try again eventually.
In my experience, the 7-10 on Comenity cards is always a big fat denial. However, it has never been a HP, which is nice. And I think they send scores with adverse actions.
Wait a month + a day for J Crew. The way mine worked: I had to wait until not only for the statement post to my account, but I had to wait until I got that email stating it's ready. Then try, but add a day from when you tried last month.
