I'm looking for a low APR Card without any Balance Transfer/Cash Advance fees. I have a DCU card at 8.5% but I'm wondering if there is any others out their that may be lower?
Barclay Ring, 8%, 0 balance transfer fee, flat $3 cash advance fee.

Well Barclay's Ring and Simmons cards are lower than this...and there is lower yet but the lower you go the more difficult they tend to be.

Chase Slate has specials that offer zero transfer free and 0 percenrt interest for 15 months, you can't beat zero... At that point you can find another card and BT to it...

Although it technically doesn't offer 0 BT fees, the FNBO Amex has a low rate of 6.25% APR for purchases and BT. Cash advance APR though is 25.24% with 5% BT fees, but these may potentially be outweighed by the overall extremely-low APRs for purchases and BTs themselves of 6.25% perhaps? The only other possible drawback is that the card is only appable in certain geo-limited states atm, sadly...
my Citi AA Card is now down to 4.99% APR prime plus 1.74. I think thats pretty low, and is a rewards card

Website says 13.99% is the lowest available. How do you have such a low APR?

with citi just ask. if a rep says no, ask for a supervisor they can lower it lower than the posted rates easily.
