@Repairman Just NFCU had reductions and Citi DC others had usually best APRs for most part with a few exceptions then Fed rate cuts etc..
I have tried to obtain low apr cc for many of the reasons previously stated. I expect it will be a few more years before I have a handful of cards below 9.9% or even in the 8% range... if ever

Navy Platinum - has been lowered from about 11.99%
Discover - has a 0% promo for purchases for quite sometime, I forgot that I could attempt to lower the apr. (I finally did it 2 weeks ago) 14.74% down to 14.24%
Chase Freedom - I think the card's apr started at approximately 24.7#% or 25.7#%
PSECU - the Classic account remains unchanged and the apr on the Founders' fluctuates only based on current Prime Rate changes.

I have the USAA Rate Advantage @6.9%. It's my oldest card at more than ten years. Don't really use it anymore due to no rewards, except occasionally as a loan dispenser. Low interest and no cash advance fee (when dispensing to USAA checking) so it's kinda like an instant personal loan with no need for approval or credit pulls.
I no longer remember what APRs I have on my cards because I haven't paid credit card interest in six years, so I never look at that part of the statements. I think my five PenFed and NFCU cards are all still under 10%, and my three Chase cards are in the 15-16% range. My UNFCU card falls somewhere in between.
If an emergency were to arise, and I needed to put some large purchases on a credit card, I would use one of my sock-drawered PenFed or NFCU cards.

That's fantastic. I didn't even know no cash advance fee cards existed.
My lowest APR is Simmons Bank at 8.75%. They also offered promo balance transfer checks @ 3.90% which I took advantage of.
Next is Navy at 8.99%. In March (anniversary) I'll ask for lower APR.
Discover was lowered to 12.99% in 2020.
Citi, HSBC, FNBO and BofA Plat are 18ish.
BofA Cash and WF Cash are low 20s.
Synch cards are 26.99
Not sure what WF Propel is.

It's kind of a loophole, @Repairman. USAA says "Cash Advance Fee is 3% of the amount of each cash advance. *But Fee is waived when transferring funds electronically to a USAA deposit account.
One of the best Cash Advance deals out there is with the AOD FCU Visa Signature. Yes, it's the same card that pays 3% uncapped and uncategorized cash back on all purchases, which is the main buzz about it on My Fico. But it also has an ultra-low Cash Advance Fee of 1% with a minimum of $5 and a maximum of $25. But the best part is that Cash Advances aren't at some sky-high APR way above your purchase APR like most cards. AOD's Cash Advance APR is the same rate you pay for purchases, which can be as low as 7.49%.
Also, Navy Federal's is pretty good too. They charge 2% interest above your purchase APR. And no Cash Advance Fee at Navy FCU branches or ATM's; otherwise 50cents (domestic) or $1 (international.)
PenFed CU is not bad either. They don't charge a Cash Advance Fee at all, but their APR is higher than purchases. Still, it's not nearly as high at the big banks and it's currently at 17.99%.
