When I called in for mine I told them I wanted a CLI with a sp only.  I asked the rep that if it required a hard pull would she abort the request.  She said yes no problem and I was given an extra 500.  That is how I have been doing with all of my CLI's.  If they don't understand what I'm saying then I just hang up and call back later.  I had some reps to tell me that it will ALWAYS be an hp.  I knew they were full of cow manure so I just hung up.  When you are talking to them you can tell if you're talking to a turd face who is clueless.  Of YMMV, but this has been working for me.

"YMMV" is a cop-out... you're either going to sell them on why they should increase your line, or they've sold you on why they can't.

To the OP:

Failsafe is to freeze all your reports. Request a CLI, tell them you understand the first option is for them to base the decision on the account history and last report they have on record (which is the file maintenance request (soft pull) they do normally every month), and if their system doesn't allow it, THEN you can request that underwriting manually pull a report for further consideration (which you WON'T move forward with, nor could they even if they tried (because they're all frozen)).

MUCH of the lending decision (with ANY financial institution), despite what anyone says, is going to rely more on your reported income, THEN credit rating, not to say the credit rating's not important.

Yes, you can get a respectable credit line without high income... it just takes longer.

Also, there's no twiddling-your-thumbs waiting period either... since it's based on a soft pull, you can theoretically ask every day without impact, but unless your report or reported income has changed, you can expect the same result, so realistically, call back after report updates in your favor AND Macy's has done their regular file maintenance request (which you'll see in the soft inquiry section of your CR) that they'll be referring to.

Also, ask for an optimistically high number, and if the system doesn't allow it, make multiple requests on the same call, reducing each request by ~$500 increments until the system allows it.

Requests of $10k+ is normally gonna require HP; however, it can be fought... personally, it's not worth the effort.

A little tedious, but if it saves you an accidental HP from a half-witted CSR, and the headache of getting the HP deleted, I'd take the tedious option EVERY time.

Wash. Rinse. Repeat.
