That's an unusual situation. Every time I've called, including my initial application, I got stateside customer service reps. Try this number, which is the CS number from the back of my card: 877-465-2733. If you feel you've gotten off shore CS, ask to be transferred to a stateside rep. I'd be surprised if what you detailed would happen again, based on my own ML experiences.

keep in mind that also state side reps can have foreign accents..
