Out of curiosity, which card(s) were you potentially thinking of doing the PC from? When I tried, it allowed me to do it from either the Rewards+ and Diamond Preferred. Of course, I didn't go through with it, but it was interesting to see which products it allowed my specific Citi profile to change things up. The agent informed me that I wouldn't be eligible for the SUB, which I expected.
I would be product changing first the Citi AA Executive because the AF hits on Feb 22nd and then the Citi Premier down the road. I know I won't be eligible for the SUB if they allow my PC to go through. I currently have 5 Citi cards which would also include, like I said, the Citi DC, the Custom Cash and the MileUp which was a result of when I downgraded my old Citi AA Platinum.
I mean, I will have to call Citi anyway to downgrade these cards to something, haha! I will keep you guys posted anyway. If they allow me to have two DCs, for whatever reason, I will probably cancel the one I currently have as the CL is only $3.6k and then PC the AA Executive to a DC as that one has a $10k CL.Ah gotcha.
I would definitely try your MileUp card first to test and see whether the PC to Custom Cash is possible, if not, then try your AA Executive and then TY Premier. They will definitely tell you what eligible products are available, if anything.
You can definitely try whichever strategy works best for you and I'd be curious to see what results you'd get. Worse case scenario, you can always downgrade to other products like MileUp (you can have multiple), Rewards+, Diamond Preferred or whatever suits your needs.
My Citi journey the last few years included my first AA $95 card in 2015. PC'd that to MileUp a few years ago to avoid the AF. Then when Custom Cash came out, PC'd the MileUp to CC. I know others have had challenges moving other cards to Custom Cash. MileUp to CC was seamless for me.
I specify a "first AA card" because at that time there was a quirk you could get multiple AA cards, with SUB, in a short time of new apps, which led to my second AA card a few months later. So, yeah, sometimes you just have to try the weird combinations with Citi.

Right with you there, Citi gave me my last two declines, most recently a few months ago for Custom Cash. My current thought is if I eat a third Citi decline when I apply next (mid-July) that I'll just PC to it, even if I have to PC my Double Cash to something else first, then just grab a different 2% card. So yeah, for me just getting one has been hard enough
This obviously doesn't answer the OPs direct question but one way of at least getting two Citi CCs 'in the family' is for you and your spouse to each have a CC and add the other as an AU. I have not ruled this out, trust me. So far, I can get 5% on my faves (gas, grocery, dining) between my 3 rotators and my one Citi CC, and stay under the caps. But if I ever lose out on one of my faves in a quarter, mrs ptatohed may be applying for a CC!

But several people have two Cash + cards (and now Elan Max Cash) giving 4 5% categories (with a higher 5% cap) so don't get that argument!
