Obviously, I can't speak to your specific situation but...
In general, people like to have a diverse set of credit cards while keeping their wallets as thin as possible to accumulate rewards strategically/efficiently - 3 home depot cards doesn't let you do this.
Most people would recommend just saving up and making the purchases at once when you can afford it, as opposed to consistently opening up cards every time you need to make a large purchase. The no interest is tempting, but in the end, there are smarter ways of going about doing what you want.

Some creditors let you have multiple of the same card, so yes it should be possible if you were told you could by a CSR. (My cousin has 2 Chase Freedoms - one was Mastercard and one was Visa).

Re OBC: Someone clained to have got a second shortly before their first was shutdown. So, it might be possible! In a some cases, e.g. Sallie Mae, the trick is to get auto-approved, because a lot of time they don't seem to have coded the duplicate check. On manual review, you are much more likely to be denied because of the "rules"
Going for a second OBC would be interesting, because if you are denied it might be only a SP.

Why would you want a 2nd OBC ? You would loose 5% on the first 6,5K or so on the 2nd card ?
Yes you can have multiple cards with certain lenders and IMO it only makes sense for those with earning limits/restrictions or limits on categories, Example: Sallie Mae or Cash+ and for BBR. What I am not sure if you can successfully apply for the same cards or if it happens through PC mainly. I think many have managed to get double cards through PC.
In my opinion the most useful duplicate card circumstance would be 2 Sallie Mae cards for those who spend more than the cap for gas or groceries (or both, or for those who have Target locations that code as a grocery store, heh) - it has been done by a couple people here but it's a rare occurrence.
Also useful would be two Cash+ cards assuming enough categories are appealing to you.
I have 2 CapitalOne Quicksilver Visa cards. One of them is my original credit steps and the other is not. If it's been a sufficient amount of time since getting the last card, I don't see why you couldn't get another.

Because the card is (or will be on anniversary date) now capped. So like any capped card, two can make sense.
