No, Cap One only allows me to pay my current balance nothing extra.
I also pay multiple times per month, no real issues to report, but sometimes they do hold a payment to make sure it clears before applying the credit back to my limit, other times it is instant.
Same, and I believe I also can pay 10% over current balance.

Super easy way around that: pay using your bank's bill pay. That's how I pay all of my bills, and I've never had one refused/returned because it was too much money!
I've always been able to pay 10% over my Capital One balance.
