Good question!
I agree with Rubaty regarding USAA. They no longer have a Luv button and their CLIs are supposed to be system generated when warranted. I believe at the higher CLs CLIs are few and far between, but at lower CLs I'd say give them at least 6 months.
I do know you can call USAA and ask for an increase, but I'm not sure if it is a hard pull or not and I think they have to refer the issue to underwriters for a decision.
I may be wrong, but I would imagine that CLIs may takle a back seat to the expected flood of new members USAA is experiencing after opening up to all who have served. Perhaps they are using their capital to issue new cards to new members instead of thinking about substantial CLIs for current cardholders???
I joined NFCU in May '08, and immediately apllied for, and received, a nRewards MC and a Flagship VISA. In Novemer '08, I called them and inquired if I might be eligible for a line increase on either or both cards. CS rep., who was very helpful, indicated I was already preapproved for an increase of 8,000 on both cards. Thing is, I had to call them.
Two months later, sometime in January '09, I checked my accounts online and saw both cards had been increased by 2k. That was done without an inquiry by me. In both instances, my EQ report was not checked, not even a soft inquiry. Evidently, NFCU bases their increases on your payment history. They may factor in other things, but for sure they do not pull a hard. At least that was my experience.
BTW, my NavChek line, which was opened in September '08 has never been increased.

I don't know about NFCU but I have two cards with USAA. They have a description on the website saying you can CANCEL the automatic CLI by clicking on a link. However, I've never actually recieved an automatic increase with them. Both times I've called and they've been happy to do it. I asked and it is a soft pull (unless, like me, you ask for a new card at the same time). I think it's also helpful with them to have a reason. The first time I asked, I told them I was getting married (because well...I was!) and they doubled my CLI. The second time, I was applying for a new card and asked and they doubled it again!
With either group, proving you are a good customer in several areas of their products will help with getting a CLI.
