Does the 6 month CLI restriction applies to getting another account after 3 months of the second card opening?

I think its YMMV . Some have gotten a 3rd card before 6 months after 2nd. 6 monthd is a good timeline to wait but if you are willing to use a hp to try, no harm .well except the hp
